[OZAPRS] Fill In Digi needed

Thanks Mathew,

It's probably fair to say that Bob Bruninga's constant push to use 
messaging has created more use of that facility, resulting in failed 
paths due to rx-only Igates. There seems to be minimal use of messaging 
in Oz based on my observations.
