[OZAPRS] Igate

There is a duplicate checking parameter that is configurable, which I
think from memory is 60s. It should not digipeat any packet heard
within this period. I can't say that I have seen the same behaviour
from any of my units. I think the WX3in1 is an ideal non-computer
digi/igate solution :)
