Not sure why you say putting the call out on RF is a problem. If he is not
beaconing on RF he is not doing anything wrong. Anyone else can gate his
beacon to RF - it is no different to beaconing wx stations, etc, that do not
have amateur licenses.
In other words if he puts his beacon to the internet (whether it is Fred or
VK4Fxxx or whatever) and someone chooses to pass it via their iGate to RF
that is fine.

himself is causing the problem.
Someone suggested that it may come from a smart phone and it is one of the
relay stns that is causing the problem and putting the Call out on RF
