You may wish to checkout javAPRSSrv this is what I run and so does all
the tier2/1 servers However I think you'll strike an issue with GPS
support directly as you will need to use gpsd to make that side work and
then maybe a simple script to read the NMEA data, javAPRSSrv can be
setup to use a mysql DB schema (not bothered with that here) 

To get hold of the source you need to contact Peter Lovell directly as
the project is not FOSS but is free for amateurs to use the requirements
are sun java (latest available) and any linux distro of your choosing. I
have Ubuntu-Server setup here hosting my own email/web-server (amongst
other things!) and it's working well, I did have it on its own PC a few
months back and that was using Debian stable but with a manual install
of sun java to have the latest.

Is it paramount that you need to use a GPS ? you could just use NTP if
its for time correction...
