The MicroClient JrMX consumes 7W with a hard drive.  4W with solid-state. 
Requires 8-15Vdc @ 3A (I assume that is peak current!)

Also, regarding peak electricity rates, how about a UPS and a timer?  The
timer turns on the supply to the UPS during cheap rate, then turns it off
during peak time.  At peak time the UPS supplies power to the load.  Of
course with such low power consumption for some of these devices it's
almost pointless to try and save the last few pennies.
