[OZAPRS] Gating WX to RF

Dave,

What I do in Kempsey, where I'm one half of the permanent aprs 
population, is permit certain callsigns/objects to go to RF, specifically,
5 vk2 stations of special interest
all space objects
MNC, NTR & NTL weather alerts
6 BoM airport weather stations of interest in this area/region.

FWIW, I use a combination of shell script and Perl to get and process 
the data, and then feed it to xastir for uploading.
