[OZAPRS] Bad Signal on 30m

My father, Greg, VK3BZQ has been having some troubles with his tone
generation from the PIC that he made for sending APRS. He thinks that he
has solved the problems with the tone generation late last week but may
still have a RF feedback problem. 

He may be a contender for the "dead duck" but he's only been on the road
for the last 2 weeks with a little bit of testing before that so may not
be the source of the 6 months of weird packets. 

All that said, he's still getting a fair number of packets in.
