Either 4755 or 4555 would work (they differ only in if root could  
write to the file, so 4755 would be more typical).

But there are easier ways to control access to the com ports.  In  
Fedora, they are typically owned by the uucp group.  Add yourself to  
that group and you can use the com ports without being root.
