You could try http://health.groups.yahoo.com/group/SAR_APRS/ for some of
your questions. They may be able to help.

A lot of what you are asking appears to be map resolution and RF related.

You might like to take a look at Xastir as an application as they clam to
have SAR options in the application. Also AGWTracker may be of interest as
it can import, scale and layer UI-View maps.

As for RF you could try using a ground independent 1/2 wave on the
trackers
back pack to get better coverage. And as suggested place the Digipeater in
a
more appropriate location.
