[OZAPRS] Telemetry over APRS

Remember Bob Brunigna never intended for APRS to be just a position
reporting system, telemetry and messaging has been part of the
implementation for some time.  As Andrew says, the beacon rate can be
quite low.

The main usage of beacon messages as far as I can see would be
advertising the voice repeater frequencies, this is a cool feature.
