[OZAPRS] New to list

I am also new to the list.  Can some one point me to a document that 
explains the minimum requirements for a mobile tracking set-up?  I have 
had a reasonably good look around the websites however most of the 
documentation is high level stuff.  Also, can a car act as a mobile 
digipeater to improve coverage as it travels or does the system not work 
that way.

Thanks in advance and I hope I have not missed a good document on the web,

which would negate this question.
