According to the documentation (aprsddoc.html), you can specify your
filter string after the "server" command.

eg

server aprs.net.au 14580 hub-ro portfilter(link)

I'm not sure if the syntax is the same when connecting to javAPRSSvr;
the above seems to be aimed at connecting to another aprsd.
