[OZAPRS] WXSVR-AU

It's not just the RX-only igates, plenty of two-way igates don't pass
messages to RF either unfortunately.
And I don't think there's currently any 40m igates in VK that have
messaging enabled, which significantly reduces the usefulness of HF APRS
for remote traveling.
