[OZAPRS] rtl_fm

The bias-tee flag was added to the rtl_sdr libs a few months ago, to
support the bias tee available in the 'v3' RTLSDRs[1].
I'm fairly sure if you don't specify the bias tee flag ( -T ) it just
wouldn't enable the bias tee.

What is the specific error you are encountering? (i.e. try and run rtl_fm
and paste the error output into an e-mail).
