[OZAPRS] UHF APRS freqs in VK

yeah it will be 1200 for the moment in 'Berra, or dual mode. IE can
accept both. 

Down the track I will graft one of my old commercial design modems into
a ham one for getting  7800 bps down a standard FM microphone input  ...
It wasnt really do-able until about a year ago with a single chip micro.
