[OZAPRS] PS-71 Aprs PICO balloon MEL-ADL

Thanks Mark,

TX interval is 15 min default, 5 min at full charge.

We have been seeing black spots after Ballarat/Bendigo in previous trips as well, might try to up the APRS power next time.
