de queuer is now set up for aprs-is and has cfg file...

The modem figures out duplications (from the pararllel modems) (and 
chooses the modem result with the lowest error correction effort) and 
then queues the result in tmp files.

a separate program "deq" watches the tmp directory and feeds them to the 
APRS-IS  server, or as required direwolf etc.
