[OZAPRS] APRS-IS help

Hi Glen,
The Australian IS servers don't appear to support HTTP POSTs according
to their status pages, but do accept UDP submissions.
There are APRS-IS connection libraries available for a variety of
languages, you don't need to roll your own.
