[OZAPRS] SatGate around VK7?

This page - http://aprs.org/psat.html - talks about PSAT running just 
300mW, 16dB lower than the ISS so I suspect the problem would be hearing 
the satellite rather than it hearing you, assuming the its rx hasn't 
deliberately been desensitised. I rarely read about rx sensitivity on 
the satellites.
