[OZAPRS] APRS in NZ With Reciprocal License

I think as long as you identify *somewhere* in the APRS packet then you're
OK.

When I was in NZ earlier this year, I used my normal callsign/SSID in the
callsign field, but put the extended (i.e. VK5QI/ZL) in the comment field
of the packet, and made sure that was broadcast every packet.
