I looked this morning at about 20 non-ham CWOP stations from aprs.fi
records. None of these report through the australian tier2 servers.

An odd one or two has poor connectivity at random times

this suggests that there is definitely overload elsewhere in the
system, rather than simply a problem in AU/NZ
(it doesn't prove or disprove a problem in AU/NZ)
