[OZAPRS] Sydney igate

Hi all,

I recently set up an igate more out of curiosity than any real need given
the coverage of vk2us.    I'm using this setup to test some custom embedded
solutions so it should be online in some form or other all the time.

At the moment it's gating everything it hears, so please let me know if I'm
causing any problems.  Depending on what happens with vk2us I could
potentially leave this up permanently.
