[OZAPRS] Changes to 'first.aprs.net.au'

Geoff,

Many thanks from the entire Oz APRS community for your invaluable 
contribution to APRS. You've obviously had an impact on the 
international scene as well because dixprs (Python based igate/digi 
cross-platform software) provides for BOM bulletins.
