Yes, but the simplest explanation is that Joe Peters's Hotmail account was 
hacked and someone simply logged in and sent a spam message to everyone 
listed in his address book (or inbox, or sent-mail box).  Since this 
(mailing) list is in his (address) list and he is already authorised to post 
then that is most likely how it happened.

Or you could ask Joe.  Maybe he doesn't even run Windows.
