[OZAPRS] Updates to WXSVR-AU

No changes for IGates. The "From" address on the WXSVR packets will be
remaining unchanged, and this is the field that is used by the IGate to
determine what to gate out.  In fact the new messages should already be
getting gated, it's just no clients will understand them yet.

the "From" address is made up of FWAPID where;
   FWA=Forecast Warning Area Code (This is the ONLY part of the BoM data we
need to generate, so we kept it the same)
   PID  = Product ID (Warning type)
