[OZAPRS] Foundation licences

A quick look an aprs.fi with vk2f* shows only one foundation call in the
last 30 days, Raw shows his path into the system was,
"2011-06-19 17:49:16 EST:

Looks fine to me!! Maybe he should be using an Android not an Iphone, but
thats a different argument!
