[OZAPRS] Systems to net too

Hi Philip,

We must not overlook the reality that it is the reference radio and not 
a TNC, of any calbre, that determines the net frequency. The smart TNC 
or a waterfall display can only tell us how far off we are from the 
reference, not that the reference is actually correct.
