I think it can be described in simpler terms;

1.  what input voltage range represents a mark,
2.  what input voltage range represents a space,
3.  what output voltage is used for a mark,
4.  what output voltage is used for a space.

I don't think it is worth relying on manufacturers claims regarding
compliance with RS232.
