it was a royal pain in the butt when I did mine - Waaay back when I'd first planned to get my license, I'd been conversing with the ACA lass in Canberra, and she said 'no problems, when you're ready, just bring your diplomas in with the certificate from the WIA saying you've passed your theory and morse exams'. Only I never managed to figure out morse (don't know about others here with epilepsy, but I couldn't spend more than 20 mins listening to morse before my head was ready to explode..), so it took a while before I actually went and did my theory exam - by which time all but about one staff member had been moved to Sydney..
Thankfully I'd taken printouts of the email trail with me when I went in, so the girl that was at the front office took all my paperwork upstairs for about 40 mins, then came down and issued the license..
