[OZAPRS] APRS with Foundation license

Steve,

I believe that if the callsign is attached the station is announcing it 
is an amateur station and therefore it is a station operating in breach 
of the LCD by using a data mode.

I also believe that the only way we will ever find out for certain is 
for the ACMA to investigate a complaint about a Foundation licencee 
doing what you suggest. No, I'm not making the complaint.
