[OZAPRS] APRS with Foundation license

Hi Andrew,

The LCD (Licence Conditions Determinations) lists the modes a Foundation 
Licensee is permitted to use, in Schedule 3A.

The ACMA considers Packet and, therefore APRS, to be emission mode 
16K0F2D, which is not listed in Schedule 3A

If you need help to upgrade your licence, there are people on this list 
who are willing to assist.
