[OZAPRS] Ballina area pretty dead for APRS

G'day Gerard, Mt Nardi is running a pretty primitive fill in (and I see that
it's happily using you as an I-Gate? Thanks!) and has only been in place
about 8 weeks or so.

Word is that the Foxdigi will be replaced by a TNC2 running UIDIGI "very
soon", which should allow it to be a fully fledged wide area digi.

When this happens we'll see if we can use the Foxdigi as a fill-in somewhere
else to give the Northern Rivers mopre coverage.
