I think what you propose is good but suggest it is reversed. On the APRS 
Australia web site it is suggested that if someone wishes to put spam 
out from the internet it should be done on the secondary channel in UHF. 
The VHF national channel should be reserved for proper useage with only 
necessary internet traffic sent to RF:  messages and specialised traffic 
such as Ray VK2TV does in Kempsey.

I know you have a problem in your area with too much spam on 145.175. 
Hopefully that can be reduced...
