[OZAPRS] VK3MY-4 Invalid Mesage packets

Tony,

I don't normally have View Bulletins turned on in xastir, but I've just 
done so to see if I can report anything.

My concern on 30m is the high beacon rate of some stations. Given that 
many users, if not most, have dumb trackers I can't see much point in 
endlessly banging out beacons from gateway stations. I beacon twice per 
hour.

No names, no pack drill.
