VK4EA is welcome to elaborate (since you built it Peter!), but one of
the intents is to provide packet cluster info and other internet gated
traffic for people that are out and about, without hogging the VHF freq
which is more intended for tracking apps.

The 70cm freq has been used at Murrembong camp to get HF spots when
experimenting without chewing up expensive 3G data. Not everyone
operates their HF from the comfort of home with a cable or DSL
connection. The 70cm freq provides some of this internet data for those
who care.

Personally I'd like to see the speed camera, boats and so forth
disappear from the 145.175 freq so it can be used for trackers.
Internet>RF traffic from Igates is good for messages and nearby (same
state) positions. More and more trackers can receive (TT4, Tracker2,
Kenwood devices, Yaesu VX8) so this will change over time.
