Wikis seem to work at least reasonably well.
http://zlhams.wikidot.com and http://info.aprs.net are successful examples.

The APRS pages on the zlhams wiki are the best ZL source of local APRS info as other ZL websites are in various and unknown states of out-of-dated-ness and often have conflicting advice (RELAY-WIDE etc) whereas the Wiki gets updated promptly by various hams in different parts of the country with the latest info.
