[OZAPRS] Visit to VK land with APRS

Sometimes an element of logic needs to be applied. The station is 
required to use their home country callsign (unless they have taken out 
an Australian callsign). APRS satisfies that requirement. The visiting 
licencee is required to append /VK to indicate they are operating in 
Australia. An APRS position beacon does that, assuming that information 
is supplied either manually or by a GPS. Perhaps beacon text along the 
lines of portable VK would also suffice.

Now for the logic. The ACMA is very busy and without sufficient staff to 
waste time on useless investigations. Use your mobile setup just as you 
would at home. You are telling the worlld who you are and where you are.
