Yes they had! (but I can't remember the outcome!) It's already well
known that a foundation class license is not permitted to use packet
radio as a mode, but where I'm coming from, there is nothing stopping
anybody (licensed or not) from connecting to an APRS-IS. Realistically
though, only those interested in the APRS data would connect to them!

It would be best if a foundation connecting to the APRS-IS that they use
the validation of -1 to avoid being piped out else where!
