[OZAPRS] Aust APRS server errors

Any ideas whats happening on the national web site server ? I have been
trying to get to a ISO file for xastir Linux live CD on there but it gives a
odd error
The URL is
http://vk5.aprs.net.au/aprslive/APRS-LIVE-2v51g.iso
and the error I get is below

Service Temporarily Unavailable
The bwshare module will refuse your requests for the next 13 seconds.
You have downloaded data too rapidly.
