[OZAPRS] site alert alerts

Hi Shaun,

Site Alert provides both an Object and a standard APRS Message for alarms.

In VK3 we send the alarm messages to an APRS Email gateway which then
forwards them on to email. From the email inbox we use the SMS alert option
of the Email provider to send an SMS with the alarm details.

I also have my D7 programmed to look for messages sent to the Email Gateway
(SAMAIL) so it beeps when it see an alarm.

These alarms are intended for the Digi's sys-op(s) however they are not
hidden so any user can see the message and the Object on their map.
