Which is better? How long is a piece of string!

I  ran UIView long before I started using xastir but I have to say that 
in my opinion xastir is better. It certainly handles maps much better 
than UIView. I think that if I hadn't been using Linux for the BBS 
system for near ten years I'd probably still swear by UIView. Having 
said that, installing Linux these days is a lot less painful than it was 
in yesteryear, but learning it, and configuring it hasn't changed much. 
If you're up to a challenge, Linux is worth the effort. Packaged 
versions (deb, rpm, etc) are available to simplify the installation and 
packaged releases are reasonably up-to-date. The current compiled 
version is 1.9.5 and the latest Debian package is 1.9.4 (AFAIK).

If you don't want to tackle a brick-wall learning curve, xastir will run 
under Cygwin, and there's even a ready to run version all wrapped up to 
run in a VMWare virtual machine. Be warned that it needs about 800MB of 
HDD. I installed it out of curiosity on my 3GHz P4 with 1GB of RAM and I 
found it painfully slow. I'm reasonably well conversed in Linux but I 
found the installation confusing to use, and it is based on Debian, 
which I've been using daily for ten years. I would recommend against the 
VMWare version. I can't comment on Cygwin.
