[OZAPRS] Soundmodem

Thanks Steve,
I'll work on it when I get out to the shack. I got a fair bit done last 
night... the insomniac in me wouldn't let go 'till I got some result.

Documentation for soundmodemconfig is a bit thin on, but I think I have 
it now.
