[OZAPRS] Converting UTC/Lat/Lon to LocalTime1

Greetings...

I was just wondering if anyone knew of an algorithm to convert UTC,Lat,Lon
to Local Time including Daylight Saving. A .NET class would be perfect,
but
I know that might not be available. Any hints on where to find this
information would be appreciated...
