[OZAPRS] HF Beacon Rate

Dom, VK2SX, has read my packet message and replied.

His beacon rate on HF was 5 minutes because he was asked to set it that 
way. I don't know by whom.

Dom has increased the time to 8 minutes but asked the same question I 
asked, how should it be set up? Dom is prepared to abide by recommended 
settings so somebody might like to oblige and I'll pass it on.
