[OZAPRS] Smart beaconing

The recommended beacon rates in VK2 are:

Mobile - 60 seconds MINIMUM
Fixed  - 30 minutes MINIMUM

There are still stations out there that are beaconing at 30 second
intervals, and some others that are still sending via RELAY.  (The RELAY
users will be dissapointed when RELAY support is finally removed from the
Sydney region digis in January - we have been trying to give as much
notice to change the path to WIDE1-1,WIDE2-1, but some people just don't
listen)

The SmartBeaconing recommendations for VK2 are not concrete yet, but are
loosly based on Andrew's VK5 suggestions.  They do need tweaking, so we'll
let you guys who have this capability determine the best settings and then
we can make those the NATIONAL standard (local conditions may result in
changes)
