[OZAPRS] VK4VP-15 Tiny Trak 3 HF config

I beacon about every 60 seconds on HF, no smart beaconing etc. Being on a 
motorcycle and an off-road one at that, means that many of my posits do
not 
make it anywhere. Add to the fact, my IC703 only chucks out 10 watts.
