A long wire would be good if you can get enough helium balloons, and get
them neutrally buoyant, following your car like a giant tail. Actually,
scrub that... A long Wire would be too directional. 

Therefore it would probably be best for a vertical like Ben suggested. The
only issue is the design. Given that you are mobile, you cannot really use
a
design where you have a virtual reflected earth, since the tires on the
car
will provide an insulating capacitive barrier between the antenna and
ground. And the car body is probably not the best for a virtual ground. 

Sounds like you should model your car in MiniNec, and play. 

[For those who do not know, MiniNec allows you to model antennas on your
computer. The ARRL has a training course, and a text book on Antenna
modeling. Well worth it, in my opinion.]
