Hi Norm

Try turning off any thermal protection in the BIOS. More specifically 
anything that varies the CPU fan speed in response to system temperature. 
You want the CPU fan to run full speed all the time.

I've stuck this effect several times where the computer is set in bios to 
vary CPU fan rotational speed and also set to shutdown in the event of CPU

fan speed falling below a certain point (often 2000rpm).

Many thermally adjusted CPU fans will be as low as 900rpm when the machine

is cold. The machine then refuses to start. In these cases I either switch

off the bios CPU fan speed adjustment and leave it on full speed or apply 
12v directly to the CPU fan from the powersupply. The fact directing warm 
air on the heatsink quickly fixes the problem gels with this idea.

You can of course "also" disable the ability to shutdown if the CPU fan 
falls below the set threshold if you wish but I do not unless no other 
option is there.
