[OZAPRS] Decoding HF APRS

I see that the command "SHIFT" is missing from the manual. But, it is a 
command in the KAM XL.

Shift sets the mark/space tones used in non-packet HF modes.

If Shift is set to 170,425, or 850, the mark tone is 2125, and the space 
tone will be set as 2125 plus the shift. So, if Shift is set to 170, 
mark will be 2125 and space will be 2125 + 170 which equals 2295.

If Shift is set to Modem, then the actual settings for the Mark and 
Space commands set the HF non-packet tones used.

In Packet mode, the actual settings for the Mark and Space commands are 
always used to set the HF packet tones.
