[OZAPRS] VK3 APRS News.....

Hi Tony,

A Relay only digi (VK3WRM-1) was recently installed in Mildura to provide
some backwards compatibility.

The change to the 2RBX digi config was done for logistical reasons. VK3
will
probably change to the New-Paradigm after the Frequency Change Project is
completed. Hopefully the standards for VK will be finalised by then.
